yes you need a license but if the person is stupid enough to let you pierce them with some crummy and possibly used piercing kit you ordered off of EBAY..... then no i guess

you need to comply with health and safety regulations, so will need an area that is hygienic, and a way of sterilising your equipment.
you also need to take training courses to become fully certified, and join the appropriate associations.
